There are some ultra-deluxe expressions from certain distilleries/brands that are aiming at those rich people. And those expressions are not easily obtainable either (take the PE11th) and very scarce. So it all fits to what the guy in the article says.
Let's make a comparison to wine. A chateau d'Yquem for example is deffo very luxery, and costs about €200 a bottle. Then I think it's fair to say that whisky already entered the luxury market (like the guy describes it) big time.
So I don't know what he's preaching about... unless we shouldn't make the link with whisky, and that it's aimed at other drinks.
