Batch variations, and different batches go to different parts of the world. So whisky do vary depending on where you buy them, usually not a lot. Whisky do also vary if you buy a bottle now and one more a year from now, same place, but it might be a different batch
The differences can be more obvious, like the 3 different singletons from Diageo, but it would be a stretch to call them the same whisky
Others, like the legendary 100 proof Springbanks, have also been very different (100 proof is different ABV in US and in UK), but this can also hardly be described as the same whisky in my book
I have never heard of the apparently same whisky being designed differently for differerent markets, similar to Coca-cola being fashioned to local tastes around the world
